Just type 'Photoshop tutorials' into a search engine you'll come up with hundreds.

Photoshop is a program that can do anything to a picture, I would need to know what you wanted to do, to narrow the field down a bit, don't forget Photoshop is a drawing and art tool primarily, as well as a photo manipulation tool.

I insist that the best book is the "Classroom in a Book" series, published by Adobe. There is a beginning and advanced book and these are the ones used by Adobe certified trainers for their software.

These books take the user through a series of increasingly complex, professional looking projects. The idea is to introduce the user to as many of the applications tools and features as possible. The books include a CD containing all the text an graphics needed to assemble these layouts

I always recommend the users do each of these projects twice. Once, using the included material on the CD, then again, with the users own photos and graphics. The first time introduces the feature and tools. The second time helps the user work out solutions on how to apply the tools in more like a real life situation.

The books are not cheap, but, they are the best and, probably the fastest way to help a designer become a "power user." Photoshop is MUCH more than adjusting colors and swapping heads and bodies.
References :
Designer, Illustrator and Desktop Publisher for over 30 years.
