We have Adobe Photoshop 7, and I'm not sure makes the CS series better than 7.

I base my assessment criteria on what functions I need in a program to do what I need it to do.
At the moment I'm still quite happy with PS 6.
Each successive release of Photoshop adds more functions or fine tunes existing ones.
In that respect CS4 is "better". (CS2 & 3 no longer available).
If you upgrade to CS4 but continue doing the same things you do with 7 you gain nothing. But if you expand on your creativity with CS4 then in that respect it is certainly better.

Are you sure you mean Photoshop 7? That is a VERY old version. Perhaps you mean Photoshop Elements 7, which is the current version?
If you mean the ancient version of PS, then wow…….. so much has changed since then!
If you mean Elements, then you can't even really compare - PS proper does so much more.
In either case, make sure to get CS4, there is no point getting old software. If you're not sure you want it, download the free trial and check it out before you actually spend the money.
