where can I get some good quality video tutorials for photoshop CS3 that have a BRITISH accent. I am sick of watching tutorials with really strong American accents that really get on my nerves.
i mean like videos with a british accent. not just ones with no voice over etc

The best tutorials are at http://www.good-tutorials.com. On the navigation bar on the side you need to select Photoshop. They aren't video tutorials althought they are very well explained. I like these better than video tutorials because you can take your time while doing it, its all written in step-by-step and they show screenshots along the way.

I’d also recommend Mediaroots training. The other links people have posted have quite poor quality training, the top one seems like a spam link. the Mediaroots training dvds are quite expensive but are a bargain compared to paying for a class or course and the training standard is really high
